Teamaking-fresh vs. dried herbs?

I'm going to be planting an herb garden in the spring, an di want to make my own herbal teas. I've always heard you had to dry your herbs before steeping them, but just recently i saw a method of using fresh herbs. What's the difference in flavor and concentration?
