Electrical advice from experienced electrician?

There s an electrical issue at my grandparents house. The kitchen has absolutely no power, and the areas that does have power likes to flicker on and off.. None of the breakers had been flipped, but I flipped them all off and back on three times. Does any have any suggestions on what this may be and/or a possible.
