Get a small scroll saw. Small electric ones are available for about $100 such as the Delta 16" Variable Speed Scroll Saw Practice cutting some shapes with it before you cut a picture. Be extremely careful, keep your fingers away from the blade. Select your picture, glue it to some backing such as wood, cardboard or plastic. After the glue dries, run it through your jigsaw, cutting wavy shaped pieces.
