vacuum cleaner?

I just got this vacuum cleaner for my apartment and I have some questions. I got it from goodwill and i noticed that the bag was missing. Does not having a bag in it affect the way that it picks up, because it isnt really picking up that well and I was thinking that it was because of the missing bag.
