Aircraft Manufacturing? Empty Aircraft Manufacturing?

If i were to make a regional aircraft empennage and control surfaces out empoxy/resin composite, would this be a good idea. How can i justify this, why not carbon fiber. This is for a 80 seat aircraft. How would i justify this any links?

A really impossible question to answer, you would need to know a whole lot about what the configuration of the aircraft was, what bits were to be made of what, what the performance parameters were etc.
