Is singing a talent your born with or can you practice so become a good singer?

Ive always wanted to be a good singer. I get really depressed that I cant sing. I am constantly singing all the time but im no good. I really want to be able to sing like Ariana Grande. I just cant do the bit where your voice shakes if you know what I mean. Im really upset. I want to take singing lessons but they cost too much.
