Improving shooting skills?

Improving shooting skills? I'm a decent shot for having taught myself, but I want to be better. For serious shooting, my primary rifle is a Yugo Mauser 98 in 8mm (brand new condition barrel). With the stock open sights and PPU ammo, I'm able to hit about 2" groups at 100 yards most of the time, 3" at best on a bad day.
